The small group of policy wonks that forced California's legislature to rush through privacy legislation two years ago are back - and this time they want a ballot. The big question now is whether history repeats itself and the threat of a ballot initiative passing is sufficient for lawmakers to promise additions to the existing law in return to take the ballot off the table.

As governments race to develop mobile tracing apps to help contain infections, attention is turning to how officials will ensure users' privacy. Traditional methods involving in-person interviews of patients are time consuming and labor intensive, so countries want an automated solution in the form of smartphone contact tracing apps.
The success of contact tracing apps will then depend on the overall active uptake by users, and whether the big data analysts have got their figures right.
