In some countries up to 90% of governmental websites add third-party tracker cookies without users' consent.
This occurs even in countries with strict user privacy laws, according to researchers Matthias Götze, Srdjan Matic, Costas Iordanou, Georgios Smaragdakis and Nikolaos Laoutaris.
