Importantly many foods are frozen using what some call a "Flash freezing" process where the water crystalises rather differently.

"Flash freezing is used in the food industry to quickly freeze perishable food items. In this case, food items are subjected to temperatures well below water's melting/freezing point. Thus, smaller ice crystals are formed, causing less damage to cell membranes."

"In August, local authorities in two Chinese cities said they had found traces of the virus on cargoes of imported frozen food. The World Health Organization said then it saw no evidence of COVID-19 being spread by food or packaging."

Depending on the size and quantity of food items you might also have to consider surfaces inside the food such as inside a whole chicken body cavity.

With frozen foods like "Bulk fish" you might have upwards of ten individual items pressed together prior to freezing where thr contact surfaces need to be thought of differently.
