In light of the IETF's recent activities, the following may be of interest. Its from ETSI, http://www.etsi.org, the European Telecommunications Standards Institute, a not-for-profit organization that produces voluntary standards which the ETSI hopes will be adopted by the EC as the technical base for Directives or Regulations. The ETSI's stated mission is "to produce the telecommunications standards that will be used for decades to come throughout Europe and beyond."
