A group named Level Seven Crew claimed responsibility on the page for the prank, making references to bombing China and a "war of skill" with hackers started by the FBI. The State Department was not available for immediate comment, and Level Seven did not respond to e-mail. The Attrition.org Web site, which monitors and mirrors hacked sites, shows that Level Seven has hacked more than two dozen Web sites this year, including those belonging to the NASA Goddard Space Flight Center, Atlanta Braves, Linux headquarters, Sheraton Hotels, Beyond Software and Santa's Official Page.
