In order to have the desired effect, cyber harassment detection on social media needs to be preventive and to take place in real-time.

I think the intent is clear that the legislation introduced has a secondary purpose of wanting to penalize perpetrators of these cyber crimes, but the primary objective is to try and stop cyber harassment.
