The Nextcloud and ONLYOFFICE developers have thought of that very situation with group restriction.
Effectively, you can create a group, add users to that group, and then restrict ONLYOFFICE access to that group.
Figure B. Click the resulting text area to open the groups drop-down and select the group you want to give access to the ONLYOFFICE editors.
Once you've taken care of this, log in with a Nextcloud user who is not a member of the group and you will see the ONLYOFFICE feature in Files is no longer available.
